using microsoft office word templates which is the best to use if you are applying for clerical jobs?

(Except the job descriptions would be much more eloquent.)

You definitely need to be more specific. If you are trying to write a resume, there is a template in Word that can be used as a guide. Also you can do a search for sample resumes online.
If you are talking about the hierachy of the programs there is no particular order in which to list them.
