Depends on if I already have drafted a design…
I have been using Dreamweaver 8 to get started with the initial css code (just a time saver) and then I tweak it across browsers…then I use Eclipse to create the “chunks” of the template that I pull together in each Page, basically making a site-wise change very easy and quick…
Usually it takes a couple days to code it, test it, and tweak it to run in all browsers in use by the audience.
It is not unusual to take a week or longer fine-tuning the template…..but if you go the graphics intense route of using Adobe Fireworks, etc.. you could probably do it in a day or so…but I like to keep the code light-weight so I choose to use CSS to layout as much of the page as possible…

It depends on the type of template you want.
I am a website designer and I can complete a simple template within 7-10 minutes.
I code my pages but I will occasionally use Dreamweaver to get past parts where I get stuck.
The more complex the template, the longer it will take.

It depends on the complexity of the template. If its just a bunch of tables then it takes a few minutes. If there is CSS involved with DIV tags, a bunch of styles, then it can take a day to get it right.
If there is PHP and more advanced languages then it takes me more than a day. The actual layout really isnt much of the problem, the main problem is all the pieces to fit together and work properly.
BTW, I use Dreamweaver.

that is like asking how long isd a piece of string.
it depends on the complexity of the template and the program you use. if you use HTML code then it is going to take longer than if you use a wysiwyg design program such as the ones you listed or any of the many others, like MS Publisher, pagebreeze and many many more design programs.
it also depends on a user experiance level.
the page/site i have up now looks a mess but then it was only thrown together in a matter of an hour or less using ms publisher, i’ve still got to do much more work on my site.
if you have planned what you want the site to look like then you can the basics up and running in minutes. if you need custom graphics then of course you need to add the design of those graphics to your pages overall design time.
good luck. just remeber there are hundreds of great design tools out there pagebreeze is free for non comercial use. publisher comes as standard in microsoft of Small business edition and others, dreamweaver is a premium cost program and you really need to be designing sites on a daily basis for different clients to justify the cost.
remember too that you need a good database utility if you want your saite to be interactive.
THat is my next goal for teaching myself how to, i need to know how to program a web page to enter data in to a data base and also recover data with ease. so i have some reading to do.

It is about 2 days before 2weeks after 1 month until it’s correctly finished. Then again I write my own control class application Variable(s) and copyright eula restrictions revised to reverse to sender forms in compliance with the about the same policy/ license
agreement forms that the software and hardware companies do
