I recommend TemplateMonster.com for cheap website designs. They may not be free but each one is always high quality.

I recommend Open Source Web Design (http://www.oswd.org/). They have alot of good website templates, and all are free. Many of the “free” website template websites offer fairly useless templates and get you to pay for the good ones. I have a few good links stored here:
