A template is a page that already has a basic layout on it. Such as a place for a text box on the right side with a place for a picture on the left.
Using a template allows you to make multiple pages in which everything is laid out the same.

A template simply does a lot of the work for you. You could open a blank slide and use your imagination as to placement of graphics and text, or, select a template and place a graphic or text in assigned places.
As to the kinds of templates, when you open PPT and click File, Open (for a new presentation), you will be presented with a window of assorted styles of template. You select one and run with it.
