There are a couple of ways to do this. Create a blank Illustrator template for your newsletter. Create a file from the template for each page you are creating.
Make your newsletter via the template created and save it as a .PDF file (Adobe Acrobat Reader) file. Create your newsletter in Adobe Acrobat by selecting create pdf from multiple files.
